Sexual & Career Offenders; redefines term "institution of higher education" to include career center; revises sexual predator designation provisions relevant to persons living in this state who have received sexual offender designation in another state; revises operational date used for career offender registration; redefines "sexual offender" to include offenders who have committed certain additional acts, etc. Amends 775.21,.261, 943.0435, 944.606,.607.
