Education; (THIS BILL COMBINED IN H6007) establishes Accountability, Research, & Measurement Div. in DOE; revises purposes & guides principles of BEST Fla. Teaching; provides requirements for calculation of district average class size & certain reporting contingent upon constitutional amendment; revises terminology & provisions re designation & determination of school grades; establishes minimum pay for certain instructional personnel, etc. Amends FS.

Effective Date: Upon becoming law except as otherwise provided
