JOINT RESOLUTION by State Administration Appropriations Committee ; Berfield
State Budget Planning & Spending; constitutional amendment to limit amount of nonrecurring general revenue that may be appropriated for recurring purposes in any fiscal year to 3 percent of total general revenue funds estimated to be available, unless otherwise approved by three-fifths vote of Legislature & to establish joint Legislative Budget Commission to issue annual long-range financial outlook for state & exercise other duties, etc. Amends s. 19, Art. III.
