State Planning & Budgeting; revises membership of Legislative Budget Commission; provides for appointment of presiding officers; creates Government Efficiency Task Force; requires task force to complete its work within 1 year & report to Legislative Budget Commission, Governor, & Chief Justice of Supreme Court; extends deadline for production of final budget report, etc. Amends Ch. 216, 11.90, 29.0095, 110.1245; creates 11.91.
