Juvenile Justice; deletes references to term "juvenile prison"; creates minimum-risk nonresidential restrictiveness level; permits temporary release of youth committed to high-risk residential restrictiveness level under specified conditions; provides that child may be placed in detention for absconding from nonresidential commitment facility; provides for detention for committed children, etc. Amends FS.
