Fish & Wildlife Conservation Comm.; revises membership of Boating Advisory Council; increases terms of office of members appointed by Governor & limits number of consecutive terms they may serve; revises provision barring transfer of saltwater products license; provides for increase in annual saltwater products license fees; reduces stone crab trap certificate transfer fees; repeals provision re environmental education & Advisory Council on Environmental Education, etc. Amends FS.
