Motor Vehicle Insurance; provides standards for administration of motor vehicle insurance risk apportionment program; prescribes duties of program's board of governors & Insurance Regulation Office; provides circumstances in which new carriers will be added to program & in which board of governors will be replaced; requires actuarial certification of loss reserves; provides for certain costs to be included in rate filings, etc. Amends 627.311.
