Procurement/Personal Property; defines "privatization"; requires head of state agency, prior to purchase, lease, or acquisition of commodities or contractual services by privatization, to conduct business case evaluation of proposed privatization; requires head of state agency, subsequent to purchase, lease, or acquisition of commodities or contractual services by privatization, to conduct evaluation of privatization, etc. Creates 287.019, 14.204, 110.1095.
