Sinkhole Investigation Reports; requires any licensed professional engineer contracted to conduct sinkhole investigation to file report with clerk of court if sinkhole is present; requires clerk to record report with certificate of title for property; provides for payment of recording costs; requires notification of recording requirement to property owner; limits cost of filing & recording report.
