Special Districts; requires periodic referendum approval of special districts created on or after July 1, 2005, & of taxes & special assessments imposed by such districts; prescribes procedures when such district is abolished or when authority for tax or special assessment is denied; requires periodic referendum approval of specified taxes & special assessments imposed by special districts created before July 1, 2005. Creates 189.40425.
