Tax/Substitute Communications System; deletes certain definitions; deletes provision re manner in which tax on gross receipts for communications services is applied to said system; deletes provisions authorizing imposition of local communications services tax on said systems; deletes provision authorizing imposition of gross receipts tax on actual costs of operating said systems; provides for retroactive operation, etc. Amends Ch. 202, 203.01, 624.105; repeals 202.15.
