University Major Gifts Trust Fund; authorizes Fla. Board of Governors Foundation, Inc., to provide matching grants; provides duties of Board of Governors; replaces references to State Board of Education with references to Board of Governors; deletes references to New College; deletes provisions that authorize encumbrances; requires donations to support priorities established by university's board of trustees, etc. Amends 1011.94.
