Lifeline/Link-Up Assistance Program; requires PSC to increase enrollment of customers in Lifeline & Link-Up Assistance Program; directs commission to establish eligibility criteria for program; requires commission to review current promotional efforts of telecommunications companies participating in program; authorizes commission to direct participating telecommunications companies to increase their promotional programs & related promotional spending, etc. Amends 364.10.
