Agricultural Water Conservation; requires water management districts to review permit-exemption programs & recommend additional permit exemptions that will encourage agricultural water conservation; authorizes issuance of permits for agricultural production for specified period for uses that incorporate said conservation measures & provide net reduction in water use or replace water supply source, etc. Amends 373.236,.406,.414,.2234.
