Student Financial Assistance; provides legislative intent to expand access to postsecondary education & reduce student indebtedness; requires each state university & community college to report information re certain funds used to provide financial assistance to certain students; prohibits use of such funds to provide financial assistance to specified foreign students; defines term "eligible Florida resident", etc.
