Minors/Psychotropic Medication; requires child's parent or legal guardian to provide certain information to DCFS; specifies requirements for dept. re providing psychotropic medication to child in custody of dept.; requires that prescribing physician attempt to obtain express & informed parental consent for providing such medication; directs dept. to conduct assessment; requires report, etc. Amends 39.402,.407, 394.459, 743.0645.
