Oil & Natural Gas/Drilling; constitutional amendment to provide that drilling or exploration for oil or natural gas shall be prohibited within sovereign submerged lands & 200 miles waterward of coastline to maximum extent allowed by United States or international law. Amends s. 7, Art. II.
