Agricultural Economic Development; provides deadline for owner of agricultural land to present claim prior to filing action against governmental entity re private property rights; provides for application for amendment to local government comprehensive plan by owner of land that meets certain provisions of definition of agricultural enclave; authorizes Citrus Dept. or DOACS to collect financial payments for certain not-for-profit entities under certain circumstances, etc. Amends FS.
