Siting of Electric Transmission Line; changes short title to "Fla. Electric Transmission Line Siting Act"; defines terms "licensee" & "maintenance & access roads"; revises powers & duties of DEP; revises provisions for applicability, certification, & exemptions under act; revises provisions for notice by electric utility of its intent to construct exempt transmission line; revises procedures & timeframes for consideration of proposed alternate corridors, etc. Amends Ch. 403, 373.441.
