Dept. of Transportation; revises matching requirements for revenue bonds issued for fixed-guideway transportation systems; amends notification requirements for construction contracts; revises maximum amount of bonds that are available for turnpike projects; provides for imposition by countywide referendum of additional surcharge on lease or rental of motor vehicle; revises language re powers & duties of South Fla. Regional Transportation Authority, etc. Amends FS.
