Medicaid Fraud & Abuse; requires that managed care organizations providing or arranging services for Medicaid recipients establish & maintain special investigative units; requires each organization to submit plan for detecting & preventing fraud & abuse within Medicaid program to AHCA; provides exemption from application of certain provisions re investigation of insurance fraud; provides exemption for Children's Medical Services Program, etc. Creates 409.9135.
