Electric Utilities; requires PSC to consider whether electric utility should be required to absorb portion of increase in fuel costs under certain circumstances; provides that customer who is without power for certain number of days due to natural disaster is exempt from increase in rates; requires electric utility to absorb increase in rates for certain customers who are without power, etc.
Effective Date: Upon becoming law
