Biomass Energy/Economic Development; provides definitions; directs DEP, in consultation with Tourism, Trade, & Economic Development Office to establish program to fund biomass energy projects; requires competitive process to select projects funded by program; provides criteria to determine project eligibility & prioritize funding of eligible projects; requires persons whose project is funded to provide written reports; authorizes rulemaking by dept.
