High-risk Offenders; cites act as "Sexual Predator Elimination Act"; prohibits prosecutor who charges person with certain sexual battery violations from presenting or entering into certain plea bargains; provides that sexual predators who commit sexual battery against certain victims shall be sentenced to life in prison without possibility of parole or gain-time; provides applicability, etc. Amends FS.
