Governmental Operations/Agency Fees; provides legislative intent that fees charged by state agencies for providing regulatory service or regulating profession or business cover costs of regulatory service or oversight; requires that each agency, as part of its legislative budget request, provide to Governor & Legislature information re alternatives for realigning revenues or costs to make regulatory service or program self-sufficient, etc. Creates 216.0236.
