Regional Consortium Service Org.; requires determination of services & use of funds to be established by board of directors of said organization; authorizes establishment of purchasing & bidding programs in lieu of individual school district bid arrangements; authorizes establishment of educational foundation governed by said foundation board of directors; provides for use of property, facilities, & personnel services by said foundation; requires audits. Amends 1001.451.
