Random Drug Testing/DOC; authorizes dept. to develop program for testing employees who are in safety-sensitive & high-risk positions for certain controlled substances based upon reasonable suspicion; provides for reasonable suspicion to include violent acts or behavior of employee while on or off duty; requires that dept. adopt rules. Amends 944.474.
