Black Business Investment Corp.; requires black business investment corporations to form consortium for certain purposes; requires memorandum of understanding with DCA; provides memorandum requirements re appropriations, reporting, & auditing; deletes requirement for said corporations to coordinate with certain agencies for certain purposes. Amends 288.7095.
