Social Status/Black Men & Boys; creates Council on the Social Status of Black Men & Boys; provides for appointment & qualification of members; requires council to make systematic study of conditions affecting black men & boys; requires Attorney General's Office to provide administrative support; requires council to submit annual report to Governor & Legislature; provides that council & any subcommittees it forms are subject to public records & meetings requirements, etc.
