Minority Construction Enterprises; creates Minority Contractors Technical Assistance Grant Program to be administered by DMS; requires technical assistance grant recipients to intensify efforts to increase number of minority enterprises in certain construction & construction-related projects; requires technical grant recipients to provide educational & technical assistance to new & existing minority construction enterprises, etc. Creates 288.7055. APPROPRIATION: $2,000,000.
