FRS/Retirement Credit/Special Risk; authorizes certain employees to purchase additional retirement credit for past service at 3-percent Special Risk Class accrual value; provides for contribution rate increases to fund certain benefits; directs Statutory Revision Div. to adjust certain contribution rates; provides statement of important state interest. Amends 121.0515.
