Human Trafficking; defines term "financial harm"; redefines term "forced labor or services" to include circumstances involving use of fraud or coercion against person, use of certain debt practices, & destruction, concealing, or withholding of person's ID documents; requires Criminal Justice Standards & Training Commission to establish specified standards concerning human trafficking programs, etc. Amends FS.
