Contact Lens Consumer Protection Act; creates said act; prohibits person who is licensed to prescribe contact lenses from selling brand of contact lenses under certain conditions or having financial or legal relationship with person who sells brand of contact lenses under certain conditions; prohibits person from giving item or service of monetary value to person licensed to prescribe or sell contact lenses; provides penalties, etc.
