Traffic Safety/Seating Requirements; removes exception to prohibition of persons riding on exterior of passenger vehicle; revises exceptions to prohibition of persons riding on any vehicle on area of vehicle not designed or intended for use of passengers; prohibits operator from allowing certain minors to ride within open body of pickup truck or flatbed truck on limited access facilities; provides exceptions & penalties, etc. Amends 316.2015.
