Lifeline Telecommunications Service; requires certain state agencies to automatically enroll eligible consumer in Lifeline service with appropriate eligible telecommunications carrier; requires Public Service Commission, DCFS, & Office of Public Counsel to enter into memorandum of understanding concerning automatic enrollment of consumers in Lifeline services. Amends 364.10.
