Foster Care & Related Services; removes provisions requiring DCFS to develop statewide plan for outsourcing foster care & related services; authorizes dept. to issue interest-free loan to Fla. Coalition for Children, Inc. to establish self-insurance program based on certain appropriations; establishes 3-year pilot program in Miami-Dade, Monroe, & Broward Counties; provides for funding pilot program from grants & federal funds, etc. Amends 409.1671.
