Corrections; abolishes Fla. Corrections Commission; requires DOC, in lieu of commission, to submit annual report on certain elderly offenders; requires DMS, in lieu of commission, to consider proposed waivers of rules, policies, & procedures of DOC for contractors of private correctional facilities; revises membership of Prison Per-Diem Workgroup; revises use of per diem rates developed by workgroup, etc. Amends 20.315, 944.8041, 957.04,.07.
