Notaries Public; requires notaries public to provide services without charge to certain persons; requires notaries public to maintain journal & to record notarial acts; provides exceptions; provides that failure to comply with such requirements may constitute grounds for suspension or nonrenewal of notary public commission by Executive Office of Governor; provides exemption for certain law enforcement officers, etc. Amends 117.05,.10; creates 117.071.
