Water & Wastewater Efficiency; includes water & wastewater efficiency & conservation in measures encouraged by Legislature; revises definitions; provides for inclusion of water & wastewater efficiency & conservation measures in guaranteed performance savings contracts entered into by state agency, municipality, or political subdivision; amends provision re consolidated financing of deferred-payment purchases, to conform. Amends 287.064, 489.145.
