State Financial Matters; revises method for calculating interest on certain moneys transferred between retirement accounts; provides for credit for military service of members of Public Employee Optional Retirement Program; revises standards for determining eligibility of specified savings accounts, certificates of deposit, time drafts, bills of exchange, bonds, notes & other instruments for investment by State Board of Administration, etc. Amends FS.
