Forensic Treatment & Training; revises legislative intent re treatment or training of defendants who have mental illness, mental retardation, or autism & are committed to Agency for Persons with Disabilities; provides intent re use of restraint & seclusion; revises provisions governing involuntary treatment of clients; provides that escape or attempt to escape from civil or forensic facility constitutes second-degree felony, etc. Amends FS.
