Rural Health Care; revises purpose & functions of Office of Rural Health in DOH; revises provisions re governance & organization of rural health networks; establishes grant program for funding rural health networks; removes emergency care hospitals & essential access community hospitals from certain licensure requirements; establishes Office of Minority Health; provides legislative intent, etc. Amends FS.
