Students/Computers & Internet Access; creates program to offer discounted computers & Internet access to public school students & students in home education programs in grades 5 through 12; requires DOE to negotiate terms with computer manufacturers, certain nonprofit corporations, & broadband Internet access providers; requires Digital Divide Council to implement pilot project to assist low-income students with purchasing said computers & Internet access services, etc.
