Local Govt./Infrastructure Surtax; requires ballot summary to disclose certain fiscal information under certain circumstances; limits prohibition against using surtax proceeds for infrastructure operating expenses to certain percentage of proceeds; authorizes use of portion of surtax revenues to supplant or replace certain revenue sources & related debt or make certain land purchases under certain circumstances, etc. Amends 212.055.
