Career Service System; revises requirements for disciplining employee; provides for appeals of agency actions imposing penalties on certified law enforcement officers, correctional officers, & correctional probation officers to be reviewed by administrative law judges; revises review procedures; provides standards for awards of back pay; amends provision re powers & duties of Public Employees Relations Commission, to conform. Amends 110.227, 447.207.
