Emergency Management/Major Disaster [SPCC]; requires DCFS, to extent permitted by federal law, to expedite application procedures for persons who reside in area damaged by major disaster & who apply for temporary cash assistance; requires DCFS to train its employees who are responsible for determining eligibility for said assistance in order to expedite application process for victims of said disaster & to assist victims in contacting agencies that provide temporary shelter, etc. Amends FS.
