Prevention First Act [SPCC]; creates said act; requires Secretary of Health to develop & maintain certain information concerning family planning & resources on website of DOH; requires that website contain certain information concerning family planning & health services; requires DOE to develop comprehensive family life & sexuality education plan; provides definitions; provides duties of licensed health care facilities & practitioners re treatment of rape survivors.

Effective Date: Upon becoming law
