Student Performance Standards [SPCC]; specifies said standards that must be used for civics education; establishes Fla. Joint Center for Citizenship; provides purpose & location; provides membership & for advisory board; authorizes center to solicit & receive funding; provides for annual report; requires Education Commissioner to include social studies as part of FCAT. Creates 1004.65; amends 1001.03, 1008.22.
