Education [SPCC]; requires State Board of Education to review & replace Sunshine State Standards with World Class Education Standards; requires school districts to implement accelerated learning policy; requires FCAT to assess students in social studies; establishes local education service providers & penalties for nonperformance of contracted providers, etc. Amends FS.
