[OPCC]; codifies, amends, reenacts, & repeals special act re said district, a special tax district; provides that name of district shall be St. Johns Improvement District; provides for applicability of Drainage & Water Control law & other general laws; provides additional authority re provision of public infrastructure, services, assessment, levy, & collection of taxes, non-ad valorem assessments & fees, public finance, & district operations, etc.
